As with the previous ones, it has been written to support the implementation of HERA and is based on actual experience and on the advice of leading practitioners. The examples given draw on the job evaluation results obtained in institutions using HERA and the scales quoted are those found in the National Framework Agreement. The Agreement contains a number of appendices which provide useful guidance to institutions which aid the introduction of the new pay scales and development of grading structures. Underpinning this agreement is the wish by the employers and trade unions to take a partnership approach. This way of working is also commended by ECC Ltd. ECC Guidance on Allocating Roles to Grading Structures ECC Guidance - Data Gathering(24/08/05) Data GatheringThis Good Practice Guide explores the practicalities of gathering data of role requirements and considers who is best placed to provide data and how it may be collected. HERA has several instruments which can be used in a number of different ways. Choice of method and their combination are matters for local determination as much depends on the situation in individual institutions. Factors to be taken into account when making these decisions are discussed in the Guide. The guide also considers the practical arrangements needed to ensure that the data collected is an accurate representation of role requirements. ECC Guidance - Data Gathering ECC Guidance - Developing an Implementation Strategy(24/08/05) ECC Guidance Developing an Implementation StrategySometimes identifying which steps to take first can be harder than any of the other later stages in a project. This guide has been written to help institutions plan and introduce role analysis as a key part of implementing a reward strategy. Attention has been drawn to the importance of creating an overall framework within which to locate decisions regarding pay and grading and in 2000 HEFCE placed a requirement on HEIs to develop a reward and other HR strategies as a means of developing employment practices in the sector. Creating an integrated framework pulling together the various components of human resource management is now seen as best professional practice.
