Members

The pay commission is chaired by Linda Dickens, Professor of Industrial Relations at Warwick University and vice-chair of the Conciliation and Arbitration Committee.

There are four additional independent members of the commission, two of them nominated by the trade unions and employers sides respectively.

The trade union nominees are Frances O'Grady, deputy general secretary elect TUC and Aileen McColgan, Professor of Law at Kings College London.

The employers nominees are Dr Ian Kessler of Templeton College, Oxford, and Michael Greenwood, Chief Executive of Tameside Metropolitian Borough Council.

There is also a secretariat for the Chair and the NJC Joint Secretaries will attend all meetings of the commission as "expert assessors".

Timetable

The schedule is very tight and as follows:

November 2002 - January 2003

Setting up the commission; briefing commissioners on the key issues related to pay in local government, agreeing a timetable for taking of written and oral evidence.

February 2003 - June 2003

Written evidence to be submitted by all interested parties by 1 May; regional evidence-gathering sessions; and oral evidence invited from 'key' stakeholders by 30 June.

July 2003 - August 2003

The pay commission 'processes' the evidence gathered; further oral evidence taken (if thought necessary); report produced.

September 2003

Local government pay commission's report published.
